iPhone 4S users can now Jailbreak their devices as long as... they have access to a Mac. So far the PC solution has not been published but we should see it any day now.
No unlock is available yet but hopefully will follow soon.

Remember to backup your device, perform a restore and then run Absinthe. Failing to do so may cause some serious problems!
Unzip Absinthe, run, and follow the prompts.
